Founded in 1965, Harkins has become a leader in the construction industry with an annual volume of over $400 million including carrying $100 million worth of MILCON work on its books each year. Associated Builders and Contractors has recognized Harkins with a Diamond Safety Training and Evaluation Process (STEP) Award three years running. The Diamond STEP Award, the highest level of recognition in ABC’s program, recognizes companies for the outstanding quality of both their safety program and their safety record. Participants are rated on 20 safety program components including management commitment to safety, employee participation, use of personal protective equipment, and record keeping. In the last 10 years, Harkins has constructed 1.3 million sf of MILCON work totaling $500 million in the Mid-Atlantic Region for NAVFAC Washington, NAVFAC Mid-Atlantic, and the U.S. Army Corps of Engineers, Baltimore and Philadelphia Districts. Harkins is currently working on a $36 million design-build parking facility for the Department of State, and a $35 million design-build vehicle maintenance project for the Delaware Army National Guard. Harkins recently completed a $36 million design-build unaccompanied personnel housing facility for NAVFAC Washington and has completed nearly $250 million dollars’ worth of design-build projects for various federal agencies to include USACE over the last 12 years. 

Great job on the MDE related environmental site inspection results that took place on the NAS PAX River P-975 Barracks project today. The GOV inspection team from the Washington Navy Yard said that your company should be a model for other contractors to follow. ROLES AND RESPONSIBILITIES 

Harkins Government Design-Build team is led by Vice President Ben Nichols. Ben provides overall program management and has ultimate decision-making authority. Ben has proven experience leading our team on multiple projects to ensure the design and construction remains on schedule, compliant with the RFP, and responsive to customer needs. Ben is a former Marine Officer and has over 10 years of experience on design-build projects with USACE and NAVFAC and recently completed a five-story design-build Unaccompanied Enlisted Personnel Housing facility for the sailors of Naval Air Station Patuxent River this calendar year. 

ABOUT HARKINS 

In order to deliver an excellent design-build project, Project Manager Rob Tirocchi, works during the design process to provide plan review and constructability analysis. Rob has sixteen years of design-build experience. Superintendents and selected trade partners who have been contracted for design-assist during a design-build project are also part of the constructability analysis and provide feedback to the design team to have field expertise incorporated into the design as early as possible. During construction, Rob oversees trade partner management, material procurement, and project coordination to continue the delivery of a successful project. Harkins supplements the team with additional management from Assistant Project Manager Charlie Miller. He is a professional engineer and brings over ten years of general contracting and owner’s representation to the table. Charlie oversees our in-house Virtual Design and Construction (VDC) Department. Rob and Charlie have worked together to deliver numerous large design-build construction projects, and both are technically proficient in delivering exceptional preconstruction and construction services. 

WHAT WE DO: HARKINS METHOD 

Once the scope and budget are established, the design process begins with Harkins personnel as active members of the design team. Being integrally involved in design decisions enables us to maintain cost control and to constantly update estimates to reflect design changes or new developments in the design concept. Continual monitoring of actual construction costs and interaction with construction management allows Harkins’ preconstruction experts to recommend the products, materials, construction systems and design details that will provide the most efficient design for the money available. As a result, cost is controlled, quality is maximized, and precious time is saved from costly re-design during construction. 

At various times during the design process Harkins’ team will conduct a Structured Plan Review. This provides an independent review of the plans and specifications to eliminate design inconsistencies and maximize construction efficiency. The team also begins its construction planning by preparing the project schedule, staging plan, and subcontracting plan. Initial project goals are reviewed and finalized prior to construction. Harkins’ preconstruction involvement allows the project to get a running start once construction begins. 

During construction, our experienced and highly motivated personnel maintain a close and open relationship with the client and design team. In bi-weekly meetings with the client and architect, Harkins reviews job progress, the status of submittals, and other job issues. These meetings identify and prevent potential problems before they affect the construction process. Our on-site personnel use various controls to assist in the management of daily operations, such as shop drawing logs, material control logs, submittal logs, and Procore. Procore is our project management system where detailed daily reports and weekly schedules are prepared as well. 

Harkins has an independent Vice President of Construction Excellence and a corporate Safety Director. Their job is to ensure that our construction excellence and safety plans are met on each project.
